In my town, (0) public transportation was never very (1)………………………. You had to drive everywhere so (2) ……………………. was always traffic. The government wanted to make public transportation (3)…………………. than driving cars. They (4) …………………... some nice new buses, for example and they added air conditioning to the ones we already had. They also began offering lower bus fears on the (5)………………….., so more people would be encouraged to try the new buses. They raised taxi fares, too. I guess they figure that if taxi cost more, people might think  (6) ……………. using buses more.
