Exercise 9: Reading the following passage and answer the following questions.
There are no easy answers to the problems of traffic congestion. Traffic congestion affects people throughout the world. Traffic jams cause smog in dozens of cities across both the developed and developing world. In the U.S., commuters spend an average of a full work week each year sitting in traffic, according to the Texas Transportation Institute. While alternative ways of getting around are available, most people still choose their cars because they are looking for convenience, comfort and privacy.
The most promising technique for reducing city traffic is called congestion pricing, whereby cities charge a toll to enter certain parts of town at certain times of day. In theory, if the toll is high enough, some drivers will cancel their trips or go by bus or train. And in practice it seems to work: Singapore, London and Stockholm have reduced traffic and pollution in city centers thanks to congestion pricing.
Another way to reduce rush hour traffic is for employers to implement flextime, which lets employees travel to and from work at off-peak traffic times to avoid the rush hour. Those who have to travel during busy times can do their part by sharing cars. Employers can also allow more staff to telecommute (work from home) so as to keep more cars off the road altogether.
Some urban planners still believe that the best way to ease traffic congestion is to build more roads, especially roads that can take drivers around or over crowded city streets. But such techniques do not really keep cars off the road; they only accommodate more of them.
Other, more forward-thinking, planners know that more and more drivers and cars are taking to the roads every day, and they are unwilling to encourage more private automobiles when public transport is so much better both for people and the environment. For this reason, the American government has decided to spend some $7 billion on helping to increase capacity on public transport systems and upgrade them with more efficient technologies. But environmentalists complain that such funding is tiny compared with the $50 billion being spent on roads and bridges.

1. Traffic jams affect people specifically by causing smog in cities, wasting time (commuters spend an average of a full work week each year sitting in traffic), and leading to pollution.

2. Employers can contribute to dealing with traffic congestion by implementing flextime, allowing employees to telecommute, and encouraging carpooling.

3. The cities successful with congestion pricing are Singapore, London, and Stockholm.

4. The drawback of building more roads is that it does not keep cars off the road; it only accommodates more of them.

5. The US government decided to upgrade the traffic systems to increase capacity on public transport systems and upgrade them with more efficient technologies, as public transport is better for both people and the environment.

  1. Traffic jams affect people specifically by causing smog in cities worldwide and leading to significant time wasted in commuting, with U.S. commuters spending an average of a full work week each year sitting in traffic.

  2. Employers can contribute to dealing with traffic congestion by implementing flextime, allowing employees to travel during off-peak hours, promoting carpooling among employees, and enabling telecommuting (working from home) to reduce the number of cars on the road during rush hours.

  3. The cities successful with congestion pricing are Singapore, London, and Stockholm, which have effectively reduced traffic and pollution in their city centers by charging tolls to enter certain parts of town at certain times of the day.

  4. The drawback of building more roads is that it does not address the root cause of traffic congestion; instead of reducing the number of cars on the road, it only accommodates more vehicles, potentially leading to further congestion in the long run.

  5. The US government decided to upgrade the traffic systems to increase capacity on public transport systems and implement more efficient technologies because public transport is seen as a better option for both people and the environment compared to private automobiles. However, environmentalists criticize the relatively small funding allocated to public transport compared to the significant investment in roads and bridges.

  1. Traffic jams affect people specifically by causing stress and frustration due to wasted time sitting in traffic, increasing fuel consumption and vehicle wear and tear, leading to higher transportation costs, and negatively impacting productivity and quality of life.
  2. Employers can contribute to dealing with traffic congestion by offering incentives for alternative modes of transportation such as subsidies for public transportation, providing facilities for bicycle commuting, implementing remote work policies, and staggering work hours to reduce peak-time congestion.
  3. Cities successful with congestion pricing include Singapore, London, and Stockholm, where the implementation of tolls for entering certain areas during peak times has effectively reduced traffic congestion and pollution.
  4. The drawback of building more roads is that it can lead to urban sprawl and increased dependency on automobiles, exacerbating environmental issues such as air pollution and habitat destruction, while also contributing to social problems like segregation and inequitable access to resources.
  5. The US government decided to upgrade the traffic systems to address the growing demand for sustainable transportation options, mitigate environmental impacts, enhance mobility for all citizens, and improve overall transportation efficiency and reliability.
